Pakistan has one of the youngest populations in the world, and Khyber Pakhtunkhwa is among its younger provinces. Most national youth programming still runs out of Islamabad, Lahore and Karachi.
A conference held in Peshawar reaches people who would not otherwise travel to attend one — which is the entire point of holding it there.
